Power to grant AP special status lies with NDC
The clarity on granting special status to any state has been revealed, after a long time amid political speculation.
Niti Aayog, which has reportedly made news for its authority to grant special status, has made it clear that it is in the hands of National Development Council (NDC) to examine and decide, whether any state is eligible to avail the benefit of Special Status .
The power to give the Special Category Status to any state vests only with the National Development Council. The NDC had given SCS to some states. In future also, the power will be vested in the NDC only.
To give the SCS to any state, the NDC looks into the following guidelines: 1) Hilly terrain 2)Low population density or high tribal population 3) Border with a neighbouring country or strategic area 4) Financial and natural resource-wise backwardness and 5) State's financial condition not being stable.
The remanant Andhra Pradesh stands to secure the SCS on account of the rules 4 & 5 of the NDC guidelines.
